Graduated from Cathedral High School in 1969. While working full time during the day Bob completed his undergraduate education as a night student at IUPUI where he graduated in 1973 with a Bachelor of Science in Business with major in Marketing. From there Bob attended the evening division of the Indiana University School of Law in Indianapolis and graduated Cum Laude in 1980. While in law school Bob served as a reserve police officer with the Speedway Police Department for five years. He began the full time general practice of law in the fall of 1980 and currently has a private law practice at 5026 Crawfordsville Road in Speedway.

From January 1, 1995 to December 31, 2006 Bob served as the judge of the Marion County Small Claims Court, Wayne Township Division. While judge of the Wayne Township Small Claims Court Bob operated the Court in a fiscally responsible way. In each year he under spent the Court’s budget retuning dollars to the Township General Fund. Several times Bob turned down raises in his salary as judge and during his time as Judge the Court brought in over $400,000.00 in revenue over expenditures for the taxpayers of Wayne Township.

He has served two (2) four (4) year terms on the Speedway Parks Board and two (2) three (3) year terms on the Speedway Board of Police Commissioners. Served as a trial attorney with the Marion County Public Defender’s office and as a pauper counsel representing indigent dads in Marion Circuit Court child support enforcement proceedings.

As a member of the City County Council representing Council District 13 Bob has worked in partnership with Mayor Ballard and the rest of the Republican majority on the Council to reduce waste in City and County operations and their budgets. Bob has worked to adopt three honestly balanced budgets, reduced the local income tax burden on our citizens by almost $7 million per year, improved funding for streets and sidewalks and improved the number of jobs available for our citizens. He has supported the return of the control of IMPD to the Mayor and crime is down substantially in Marion County as a result. Working with Mayor Ballard and the Republican caucus on the City County Council Bob has used a common sense approach to dealing with the issues of public safety, taxes, tax abatements, infrastructure improvements, water and air quality, to name just a few.

Bob has been active in his community as a member of St. Christopher’s Church, Past member of the Speedway Lions Club, Indiana State Bar Association, American Bar Association, Former youth basketball coach, Former youth soccer coach, Co-chair of the Citizens for Speedway Schools with the late Harry Eakin, Past member of the Speedway Recreation Board, Past member of the Speedway Police Commission, Member of the steering committee to establish the Speedway Chamber of Commerce and served as a member of its first Board of Directors, served as a member of the Citizens’ Drug Committee for the Speedway High School, served as a Director of the Hulman Memorial Way Board of Directors, served on the Executive Committee of the Judicial Section of the Indianapolis Bar Association. He is a member of the American Bar Association, Indiana State Bar Association and the Indianapolis Bar Association. Bob and his wife of over thirty-eight (38) years, Charlene, have been Wayne Township residents since 1973. They have two (2) children Brian and Brad.
