Broken System

Yet again, the failure of our criminal justice system to hold violent, repeat offenders accountable has led to the suffering of the innocent. This time, police were responding to reports of a man behaving strangely in a vehicle. Upon officers arriving at the scene, the suspect fled while shooting at the officers. One officer was severely wounded and is still in the hospital.

This week’s verdict concludes what has been a 4-year saga of pain and grief for the family, friends, coworkers, and citizens of Indianapolis that knew and loved Lt. Aaron Allan. Yet, much of this trial has been marred by a disappointing job performance from the Marion County Prosecutor’s Office.

The state of leadership in the city-county building continues to shock and sadden us. WTHR is reporting that the prosecutor’s office is currently sitting on a backlog of nearly 37,000 cases! Thousands more than usual. The result of this failure is justice delayed and justice denied for families across Indianapolis.

The Price of Poor Leadership

This week has brought an unwelcome reminder of the consequences of total Democratic control in Washington. The Wall Street Journal reports that inflation has reached its highest rate since 1982, leading to higher prices from the grocery store to the gas pump. With empty shelves and diminishing bank accounts, it’s safe to say this is not the leadership Americans bargained for.

Mismanaged

I was hoping to be able to write to you with a happy heart and joyous spirit as we approach Christmas. Unfortunately, the total incompetence coming from Mayor Hogsett and the supermajority on the city-county council has led to more bad news for Indianapolis. Starting January 1st, the sheriff’s department will halt several services, including transporting arrestees to jail and the hospital detention unit. A bipartisan group of officials from excluded cities and towns such as Beech Grove, Lawrence, Southport, Speedway, and others came together in a press conference to denounce the complete lack of leadership from the mayor, sheriff, and council supermajority. According to Fox59, police chiefs say, “this additional duty will take officers off the streets.” At a time with record violence and homicide numbers, this budgeting failure from the mayor and council supermajority, is hugely problematic.

Stepping Up

Yesterday, Senate Republicans representing parts of Marion County revealed a package of five bills aimed at reducing crime in Indianapolis and the state as a whole. After another year of record violence, it is encouraging to see the Indiana Senate stepping up to tackle the public safety crisis by offering solutions. It is clear that our criminal justice system is not working, and it is time for action.

Disqualifying

After the FedEx tragedy earlier this year, it became clear that had Prosecutor Mears done his job the perpetrator likely would not have been able to acquire the firearms used that night. Today, the IndyStar released an in-depth report that details the continued failings of the prosecutor and his office to use the tools at their disposal, ultimately resulting in more violence in Indianapolis. It is clear Prosecutor Mears continues to exhibit a pattern of behavior including inaction and deflection that should disqualify him from holding the office of prosecutor.

Pattern of Behavior

Prosecutor Ryan Mears is yet again doing what he does best, playing the blame game at a time our capital city needs leadership. The prosecutor is starting to feel the negative attention that comes with being one of the highest-ranking public safety officials at a time when the city is setting records for violence and homicides. Instead of rising to the challenge and working with the judiciary, law enforcement, and elected officials to solve the problem, the prosecutor is spending his time placing blame on others. This week, the prosecutor spent most of his time deflecting a large majority of the blame to the judiciary.

Mayor Hogsett’s Public Safety Crisis

In the wake of the tragic events of this week and the embarrassing lack of leadership from the party in control, FOP President Rick Snyder and Reverend Charles Harrison held a press conference to lay out potential solutions to the violence plaguing Indianapolis. As you can see by viewing the video below, many of their solutions are self-described as “elementary” measures such as ending sweet-heart plea deals from Prosecutor Mears and other simple steps to end the revolving door system that results in headlines like these. Over the course of an hour, they made it clear that while their solutions may be simple, the party in control including Mayor Hogsett, Prosecutor Mears, and the supermajority on the council, have no interest in implementing them.

Another Tax-Payer Funded Tragedy

Just as we saw this summer and warned would continue, Indianapolis has experienced yet another taxpayer-funded tragedy. This week, two IMPD officers were ambushed and stabbed. As it turns out, the accused attacker had recently been charged with a different felony, was out on bail, under GPS monitoring, and his bail had been paid by the Bail Project. This entity may sound familiar to you because per Mayor Hogsett and the Democrat-controlled City-County Council, The Bail Project receives roughly $150,000 of taxpayer money for “Violent Crime Prevention Grants.” They were also in the news this summer for paying the bail of a known violent offender who then went on to allegedly brutally murder his girlfriend.

Another Record-Breaking Year

Just as all the signs and models predicted, Indianapolis broke its all-time criminal homicide record over the Thanksgiving weekend. Under the Hogsett administration, Indy has seen a rapid increase in criminal homicides with 2020 and 2021 being two back-to-back record-breaking years. Those in leadership positions, like Mayor Hogsett and Prosecutor Mears, continue to deflect blame and provide nothing more than tired talking points and failed policies. The stark reality is the data is in and the failed leadership of Mayor Hogsett and Prosecutor Mears has allowed 2021 to be the bloodiest year that Indianapolis has ever seen.

Policy Instead of Politics

A recent report from FOX59 seemingly confirms what many in the community have dubbed the “revolving door system of criminal justice” in Indianapolis. According to this report, “more than 40% of those accused of murder in Indianapolis were on pretrial release or serving post-conviction sentences.” This is an astounding revelation set against the backdrop of a year that will see a record-breaking number of homicides. Stunningly, however, Prosecutor Mears has been absent from the conversation while Mayor Hogsett has had little to offer beyond the status quo. The lack of leadership from the party in control is clearly fueling this public safety crisis.

Thank You

As yesterday was Veteran’s Day, we wanted to pause to reflect and express our profound gratitude to all who have answered the call to serve. The United States military is one of our nation’s oldest and proudest institutions. Those who have chosen to serve deserve our everlasting gratitude and respect. Indiana has always punched above its weight in its support of the military, and as the capital of this great state, I’d like to think Indianapolis has led in that noble effort.

Disgraceful

Earlier this year, Indianapolis suffered a tragedy in the form of a mass shooting at a FedEx facility. 8 people were killed. In the days following it was revealed that if Indiana’s Red Flag Law had been properly pursued, then this entire tragedy might have been avoided. It is the duty of the prosecutor to bring these cases before a judge in order to decide if action is to be taken. However, in the case of this man, his file sat in a dusty stack on the prosecutor’s desk. When questioned on his inaction, Prosecutor Ryan Mears claimed there wasn’t sufficient evidence to demand action. Though this excuse never gained much traction as both Democrats and Republicans agreed that the tools to stop this man were there, they were just never used. Despite Prosecutor Mears' attempts at deflection, even Illinois Democratic Senator Dick Durban admitted that had Indiana’s red flag laws been used, “it could have saved those eight lives.”

We Can do Better

There’s an old saying that one shouldn’t “let perfect be the enemy of good.” In other words, take what you can get even when it isn’t perfect, and continue to fight for more. Now, when it comes to Mayor Hogsett’s budget that I and my fellow Republican city councillors ended up voting to approve, I wouldn’t describe it as perfect, and I don’t even think it fits the category of “good.” However, during a public safety crisis such as Indianapolis is facing, we felt it was important to support the increase in resources this budget provides for our men and women on the front lines. While we ended up supporting the budget, the truth is it certainly isn’t an ideal financial blueprint for Indianapolis, but it might be the best we could hope for under a 20-5 minority. Regardless, the minority party city councillors will continue to raise important concerns about the Hogsett Administration and supermajority’s priorities moving forward.

A Grim Milestone

Last weekend, Indianapolis hit the 200-homicide milestone for the second time in history. The dramatic rise in homicides and violent crime in our city over the past six years is alarming. For every homicide in the city, IMPD’s victim assistance unit estimates that over 200 people are impacted. Additionally, over the course of the year, more than 60 juveniles have been victims of shootings. This rising tide of violence is leaving a web of carnage that will affect the citizens of Indianapolis for years to come.

As Indianapolis prepares to head into the final quarter of 2021, we find ourselves in the position to yet again be on track for a historically violent year in our capital city. Unfortunately for the residents of Indianapolis, the decline of public safety has become all too common in Joe Hogsett’s Indianapolis. As the City-County Council prepares for an October vote on the mayor’s plan to spend millions of more dollars on many of the policies and initiatives that have not worked over the last 6 years, even Mayor Hogsett is attempting to lower expectations and ask for more time.

Violence and Silence

Indianapolis is approaching two hundred homicides so far in 2021. Labor Day weekend saw four murders within a four-hour span and six total. It is a public safety crisis that is impacting all corners of the county and every demographic. One of the victims this past weekend was only seventeen years old.

Indy Deserves Answers 

It's no secret that Indianapolis is in the thralls of a public safety crisis. Few days go by without headlines of shootings and other violent crimes reaching all corners of our city. Yet, the prosecutor, a chief law enforcement officer, has only been before the Public Safety and Criminal Justice Committee to publicly answer questions twice this year. Both times however, when the questions got tough, the chairman of the committee, Councilor LeRoy Robinson swooped in to protect Prosecutor Mears. The enforced lack of transparency is disappointing.

Last week we asked, “where is Prosecutor Ryan Mears?" As we have talked about time and again, one would think in the midst this city’s historic public safety crisis our leading public safety officer would be on the front lines leading; however, we have consistently seen the opposite. Prosecutor Mears is often absent, and the few times he is present, he struggles to get his facts straight and fails to answer questions.

“As usual, there has been limited communication from the Hogsett Administration to the Republican caucus about the mayor’s budget before the public presentation tonight. However, our goal in the coming weeks is to help craft a bipartisan budget that responsibly prioritizes public safety, economic development, infrastructure, and public health. It is our hope to make sure the city’s budget priorities are not simply throwing more money at many of the failed policies from the last several years. Warning Graphic Content: A Taxpayer Funded Tragedy

If Mayor Hogsett calling Indianapolis “an extraordinarily safe city” after the deadliest month on record doesn’t make it clear that Indianapolis has a total lack of leadership then maybe this will. According WRTV, it has been discovered that under Mayor Hogsett and President Osili’s leadership Indianapolis gave 100,000 taxpayer dollars to the group who bailed a violent offender out of prison, and now that violent offender is accused of brutally killing his girlfriend in July. As reported by WRTV, “Marcus Garvin was charged on Dec. 28th with battery with a deadly weapon after prosecutors say he stabbed a man at Circle K.” These and other charges carry a potential sentence of five years, and his bond was set at $30,000. According to a probable cause affidavit, Garvin followed a customer outside and stabbed the man with a large knife then returned inside to say “damn, that was satisfying…”

Broken System

Last Tuesday, the Criminal Justice Planning Council convened a meeting with the mayor, prosecutor, sheriff, council president, and others. Every single attendee has the power and influence to affect change in the criminal justice system in Indianapolis. Instead, we got over a hour of self-congratulation while taking aim at the “revolving door system” that many in the community have warned about for years. Sadly, over the past week, the system has proven to be broken…

On Another Planet

With waking up to reports of nightly violence becoming the new normal, it is unsurprising that Indianapolis is in the midst of a record-breaking year of homicides. It’s a sad reality that our year-to-date number of homicides is nearly double what it was in 2019 and previous years. On July 26th we were at 151 homicides this year and there have been more since. The numbers are shocking, and the issue is reaching a boiling point as people are dying, businesses are suffering, and the reputation of Indianapolis is hurting…

Absent

For months, many public safety leaders have been saying that Indianapolis has a broken criminal justice system that cycles repeat violent offenders back into the streets. Last week, Prosecutor Ryan Mears was able to take a break from his basketball camps to find time to testify before the Public Safety and Criminal Justice Committee to address this issue against the backdrop of skyrocketing violent crime in Indianapolis. However, by the time Prosecutor Mears was done testifying, many were left confused and feeling less hope in our prosecutor’s office than we had before the public safety meeting. The prosecutor’s time with the committee was either mistaken on the facts or misleading as much of what he said has since been refuted by Marion Superior Court Judge, Amy Jones…

After Republican Mayor Greg Ballard established the Office of Sustainability in 2008, he described the city’s efforts as, “…working hard to find new ways for the city to conserve energy and to educate both residents and business owners about the importance of a truly sustainable city.” Unfortunately for the residents of Indianapolis, Mayor Hogsett, President Osili, and the Democrat supermajority have decided to transform the essential efforts of sustainability into another way to force extreme policies on the people of Indianapolis to keep the far-left base of their party happy…

July 4th Weekend

As we head into Independence Day weekend, we have more than our nation’s founding to celebrate! Despite the efforts of President Osili and the rest of the Democrat Council to keep Indianapolis from operating at 100%, on July 1st, science finally touched down in Indianapolis and Mayor Hogsett lifted the remaining COVID restrictions. While it took Democrats in Indianapolis longer than most of the rest of the country, restaurants, stadiums, and other venues will be back at 100% capacity for the first time since the pandemic began. The long-awaited return to normal has finally arrived! Downtown Indianapolis Shootout

It was another violent and tragic weekend in Indianapolis. We woke on Sunday to the news that an overnight shootout in the heart of downtown left a stream of destruction in its wake. Bullet holes littered the streets from South Meridian to Monument Circle. While we’re grateful that no innocence was lost or hurt, we are fed up with watching this senseless violence ravage our city.

We’re Surrounded!

Just this week, Michigan’s Democrat Governor, Gretchen Whitmer, announced that by June 22nd Michigan will end all COVID restrictions and be fully open. Indianapolis Star columnist James Briggs juxtaposed this with the situation in Indianapolis by stating, “Michigan has gone from utter crisis to being fully open well before Indianapolis will get there.” It’s no secret that our city has been through a lot over the past year and a half. A once-in-a-century pandemic has surely left its mark. Our downtown has seen empty streets and storefronts for months now with business owners bearing the costs. Unfortunately, our Democrat mayor and Democrat council have been absent during a time when leadership is needed most…

Council Republicans Advocate for Indianapolis to Follow the Science

Throughout the COVID 19 pandemic, national, state, and local leaders have advocated that we must “follow the science” to defeat COVID 19. I have appreciated the state’s leadership in balancing lives and livelihoods and the support for local discretion. Unfortunately, at last night’s City-County Council meeting the Democrat super majority voted to keep burdensome restrictions on businesses without posting the proposal publicly and without allowing full debate on the topic. While Democrats chose to ignore transparency and science, Republicans advocated that it is time to follow the science and open Indianapolis 100% for residents to live and businesses to operate at maximum capacity. Despite CDC guidelines, vaccine availability, and most other cities nationally of like or even much larger size opening, Democrats in Indianapolis want to continue to keep in place burdensome requirements on businesses until at least July. Furthermore, President Osili and the rest of Democrat Caucus will not even allow debate on the topic…

Indianapolis City-County Council Republicans on Mayor Joe Hogsett’s Address on Rising Violence in Indianapolis

"Today, the Hogsett Administration finally held a press conference to unveil its plans to address the historic public safety issues facing Indianapolis. While Council Republicans certainly appreciate that Democrat leadership in this city finally wants to at least talk about the record violence in Indianapolis, we fear the proposed solutions are just that, talk. The Mayor and his team did not attempt to brief a single Republican Councilor of these new plans or include any of us in today's announcement. As such, we are still digesting these proposals. Unfortunately, after a quick reading, much of what was announced today seems to be throwing more money at some of the same programs that clearly are not working. If the Mayor and Council Democrats want to get serious about reducing the historic levels of violent crime in Indianapolis, it is time we get all interested parties to the table to begin to work on a solution. We hope an opportunity exists to work together to once again make Indianapolis a safe place for all to work and live…"

Lives and Livelihoods

After a year of telling us to “follow the science,” our Democrat leadership is unwilling to do so itself. This past week, the CDC has lifted its guidance essentially allowing a return to normal for vaccinated Americans. Cities across the nation are reopening, dropping mask mandates and capacity limits for venues. New York City is now more open than Indianapolis! Yet, Mayor Hogsett, the city-county council, and the Marion County Public Health Department have decided to keep these archaic restrictions in place until June 7th, and some restrictions even longer than that.

Optimistic

In his first 100 days in office, President Biden has proposed spending $6 trillion of your money. Not just your money, your kids’, grand kids’, and great-grand kids’ money. Joe Biden is spending $60 billion PER DAY since he was inaugurated. In his first speech to a joint session of Congress earlier this week, we heard more about this rash of reckless spending. His spending plans don’t solve the problem they’re intended to (COVID relief, infrastructure, etc.) and instead amount to a massive sell-out to the radical left socialists who’ve come to control the Democrat party…

While some, like Democrat Councillor Ali Brown, chose to politicize this tragedy hours after it occurred, we wanted to wait for the facts to materialize. As more information becomes available, we are learning it’s possible this horrible incident could have been avoided had the Marion County Prosecutor, Ryan Mears, applied the laws already on the books and pursued adding the shooter to the “red flag” list. This week, Mears held a press conference where, instead of taking responsibility for his office’s negligence, he deflected responsibility and placed the blame on Indiana’s red flag law. At a time when violent crime in our capital city is soaring, residents of Marion County continue to be let down by our city leaders…
